Animal cruelty, dog fighting and animal neglect are issues that are all too common in our area. The reality of these activities touches the lives of all citizens, pet-owning and non-pet-owning alike.  At Animal Friends, our Humane Investigations department serves as a valuable resource for citizens to call to report animal abuse. We provide investigative and law enforcement support to all of Allegheny county, ensuring that all animals are given the protection they are due under the law.

What Animal Friends' Humane Officers Do

  • Serve as police-deputized law enforcement officers

  • Investigate cases of animal cruelty, neglect and dog fighting

  • Rescue animals who are abandoned or mistreated

  • Appear in court to prosecute animal abusers

  • Make home visits to ensure that our pit bulls are adopted to become members of a family, and never to become fighters

  • Are sometimes the first on the scene when women, children, or seniors are being abused in the home

  • Work to make sure that pets and people are safe in our community

  • Rely solely on donations from individuals in the community

Animal Friends investigates nearly 1,000 suspected cases of animal cruelty, neglect, and crimes of dog fighting every year, with nearly 15% requiring immediate rescue. Our humane officers also respond in times of crisis, assisting disaster and domestic violence victims in obtaining free, temporary emergency boarding for their pets until permanent shelter is found.

As Animal Friends’ Humane Officers know all too well, violence in a home rarely stops with the pet. And, animal abuse isn’t just a problem for animal shelters. Even dog fighting—which is almost always accompanied by other forms of illegal activity—takes a toll on the entire community.

Humane Officers are the first responders in cases of suspected animal cruelty. And, many times, they are the first to recognize a larger problem in a home.  Animal Friends’ Humane Officers have conducted many home inspections when concerned neighbors noticed that pets were not being taken care of…only to find that a child, a wife, or an elder family member was also being abused, unseen behind closed doors. Humane Officers are trained to recognize abuse and work with collaboratively with police and protective agencies to ensure that no members of the community are at risk for violence. 

Thanks to Humane Officers, the pets in our region have someone looking out for their rights and protection. But Humane Officers also support police officers, by identifying and prosecuting violence in the community, and ensuring that police can continue to make human-related crimes their first priority. 




What Humane Officers Do Not Do

  • In Pennsylvania, Humane Officers are not allowed to enforce dog laws concerning licensing, rabies vaccinations, dangerous dogs, dog bites, barking complaints and running-at-large issues.

  • We are not allowed to enforce any laws that involve theft. Custody conflicts regarding animals are usually civil in nature and should be addressed by an attorney.

  • Humane Officers are not allowed to give legal advice, nor can they enforce any local ordinances.

Animal Friends teamed up with the HSUS and an anonymous donor to take on the cruel sport of dog fighting. Beginning June 2008, you may notice billboards and bus advertisements asking for information on dog fighters.

Our Humane Officers are investigating toll-free calls made to 1(866)948-DOGS in the hopes that we can put an end to to this inhumane behavior. Tips resulting in an arrest and conviction could earn up to $5,000! Click here for more information on how you can help.

How to Report Animal Cruelty

  1. Call 412-847-7066 any time of the day or night to give your report.

  2. Make sure you have a correct address when reporting a situation. If you do not know the address, name a nearby cross street or a nearby address.

  3. Please leave an address, a brief synopsis of the concern and a call-back number. Please do not leave us a message asking us to call you back to get the information. Please provide all of the information we need in order to proceed immediately.

  4. Please do not call multiple agencies with the same report. 

  5. If you aren’t sure whether the situation you are concerned about is legal or not, or if you just want to be educated about Pennsylvania animal laws, please visit the website of the Pennsylvania Federation of Humane Societies, which offers a complete listing of all the laws regarding animal cruelty, Title 18, Section 5511. You can also find valuable information on current and pending legislation, seminars, training and workshops, as well as other pertinent information about Humane Officer activities.
